The Monitors Left, the Watchlist Thinned

THE KILWA VIEW

Outside monitors stepped back over the weekend. The Security Council let the UN mission in Western Sahara lapse on Oct 31 and FATF took Côte d'Ivoire and the DRC off its grey list, while Moody's cut Senegal to Ca one business day before its parliament reopens the budget it has refused twice. Brent gave back 7.6% on Iran talks and the Ugandan shilling recovered to about 4,245, so price pressure eased at the same time the institutional anchors moved. We stay buyers of process where an anchor strengthened and sellers of time where a vote still decides.

01 · POLITICAL CONTINUITY · MOROCCO · WESTERN SAHARA · NEW

The UN left Western Sahara, and Rabat now owns the security premium on its southern build-out

The Security Council failed to renew MINURSO on Oct 30.

Why it matters. The ceasefire has no third-party monitor now, so Rabat and its lenders carry the security premium on the south.

KILWA READ · LIKELY · 55-80%
We assess that the Security Council adopts no new Western Sahara mandate by Nov 30 as likely (55-80%). Confidence is moderate: the vote split shows no ninth vote for either text. Base rate: the UN preventive mission in Macedonia, ended by a Chinese veto, never returned.
WRONG IF  A Security Council resolution or presidential statement establishing any UN presence in Western Sahara adopted before Nov 30.
WATCH NEXT  Liquidation updates from the UN Department of Operational Support, and Morocco's FY2027 finance bill committee votes in November.

By seat. PE & VC: Underwrite southern assets on Rabat's own security record. DFIs: Rewrite screens for assets in the territory now. Corporates: Keep routes on the Moroccan side of the berm.
