The Bill Arrives Before the Program

This week the bills arrived before the programs. Senegal met its creditors before the IMF Board has a date, Zambia signed a health compact it funds 58.2% itself while the Fund is still in Lusaka, and Nigeria opened 40 oil blocks before codifying the rebate that prices them. Where the anchor came first, as in Egypt's FTSE retention and record reserves, the market relaxed. We price the sequence, not the headline.

What changed since Monday

▲ Senegal met its creditors under IMF chairmanship on Oct 6 and now targets agreements in principle by December, with debt presented at 105.3% of GDP (Seneweb, Fr, party-stated).

▲ Ebola reached Nairobi. Kenya announced its first imported case Oct 6, a traveler who went by road to Kampala and flew to Nairobi on Oct 3, with 28 contacts quarantined (ECDC, Bloomberg). DRC counts 8,603 cases.

● Mali says its army entered Kidal on Oct 6 without resistance after the FLA announced a strategic withdrawal (France24, Sahara Medias, party-stated).

▲ Ethiopia accused Eritrea of a troop incursion on Oct 7 and demanded withdrawal (Bloomberg, party-stated). No exchange of fire is reported, and our unlikely call on direct engagement now sits at the top of its band.

✓ Egypt. FTSE kept it Secondary Emerging, our likely call is a hit, and reserves hit a record $57.35bn. Risk NT moves from High to Elevated.

● Nigeria opened a 40-block licensing round with no fiscal terms, while the deepwater rebate stays uncodified at the 18th scan.

▲ South Africa. Petrol rose up to R3.33 a liter today, and the SARB's review calls its own hikes firefighting.

Senegal put its eurobonds on a December clock that Ghana took eight months to run

At an IMF-chaired meeting on Oct 6, Dakar showed creditors total debt of 27,132bn CFA (105.3% of GDP) and a plan for agreements in principle with official creditors and eurobond holders in December, implementation in Q1 2027 (Seneweb, Fr, party-stated).

Why it matters. The sequence now runs creditors first and Board second, so the misreporting waiver and the $2.2bn ECF wait on financing assurances that eurobond holders help write.

We assess agreements in principle with both official creditors and eurobond holders by Dec 31 as unlikely (20-45%). Confidence is moderate: Dakar has published the target, the creditors have not. Base rate: Ghana's official creditor committee formed May 12, 2023 and reached agreement in principle Jan 12, 2024, eight months, and Senegal's plan allows about two.
