Dakar Said No, Washington Drew a Line

THE KILWA VIEW

Two votes moved the anchors this week. Senegal's Assembly threw out the supplementary budget the IMF Board is waiting for, 126 votes to reject, and Washington told South Africa and Rwanda their AGOA access ends on Jan 1, 2027. Markets barely moved: Senegal's 2048 sits near 51 cents, Brent fell to about $104 on Iran talks, and the pound, the naira and the Banque du Caire listing all firmed. The repricing now runs through dated paperwork rather than prices, so we stay buyers of process and sellers of time where a decree or a proclamation decides.

NINETY SECONDS

What changed since Monday

▲ Senegal. The Assembly rejected the 2026 supplementary budget on Nov 3, 126 votes to reject after a recount, and the IMF ties its Board to a consistent budget. The tier was already Critical.

● AGOA. USTR set Jan 1, 2027 to end duty-free access for South Africa and Rwanda. South Africa's AGOA exports were about $1.7bn in 2025, per its trade minister.

▲ Ethiopia. Sudan took a complaint of 187 drones launched from Ethiopian territory to the Security Council and the AU, party-stated and denied by Addis.

✓ Graded. Treasury named no dated Eskom arrears instrument before the vote, a hit, and the record stands at 66-33 with every miss on the page.

Senegal's Assembly killed the budget the IMF needs, so the program now waits on a decree

Pastef, led by Assembly Speaker Ousmane Sonko, used its majority to reject the 2026 supplementary budget (projet de loi n°40/2026) on Nov 3 by a question préalable, with no general debate (AP, AFP).

Why it matters. The IMF tied Board approval of the $2.2bn program to a budget consistent with the agreed parameters, so the Assembly now sets the restructuring clock.

KILWA READ · UNLIKELY · 20-45%
We assess an IMF Board approval for Senegal by Nov 30 as unlikely (20-45%). Confidence is moderate: the Fund named the budget as its condition, and no replacement budget route has been reported.
WRONG IF  An IMF Executive Board calendar entry for Senegal published before Nov 30.
WATCH NEXT  Fri Nov 6: Senegal's 80bn CFA UMOA-Titres auction (Kilwa call: at least 80bn retained, likely).

By seat. PE & VC: Value on the regional curve until a Board date. DFIs: Hold budget support until a decree is published. corporates: Pre-fund Q4 fuel and power payables in CFA.
