Credit Gets Paid, Then the Budgets Get Read

THE KILWA VIEW

Moody's paid Cairo for a primary surplus on Friday while the pound kept sliding, Fitch charged Yaoundé for a vice-presidency it never filled, and this week Rabat and Pretoria publish their budget anchors. Capital is following the states that publish, with Dangote, MNT-Halan and Banque du Caire drawing books across five exchanges, while Ebola and the Kabila front close corridors the state cannot hold. We buy the balance sheets that publish this week and hedge the corridors.

NINETY SECONDS

What changed since Friday

● Egypt moved to B3 from Caa1 at Moody's on Friday, and Sisi said Saturday he steps down in 2030 (AFP). The CBE still fixed the dollar weaker at 53.61.

▲ Cameroon enters as a lead. Fitch cut it to B- late Friday on the vacant vice-presidency, and the 2033s hit a record 10.65% Monday.

✓ Morocco has a government, and two of our calls grade as hits. The finance bill is due Tuesday at a 3% deficit.

▲ Ebola moves to Critical. INSP confirmed an eighth province and Kenya has 8 cases, some infected in a Nairobi hospital.

● New in the PDF: a stress board led by Senegal and Gabon, priced scenarios, the maturity wall, a spillover map, our Brier score (0.20) and a miss post-mortem.

Moody's paid Egypt for the surplus, and the pound still prices the carry

Moody's raised Egypt to B3 from Caa1 on Friday, outlook positive, citing a primary surplus of 4.6% of GDP in FY2025/26 and debt down to 81.8% of GDP from 95.2% in June 2023 (EnterpriseAM, Al Borsa, Ar).

Why it matters. The upgrade cheapens the next eurobond, not the T-bill, so the carry still sets the pound until Oct 29.

KILWA READ · LIKELY · 55-80%
We assess a CBE hold on Oct 29 as likely (55-80%). Confidence is moderate, the hike tail is live.
WRONG IF  A CBE sell fix above 54.00 before Oct 29, or any move Oct 29.
WATCH NEXT  Oct 29: CBE MPC.

By seat. PE & VC: Underwrite exits at the 53-55 band. DFIs: Front-load guarantees for the eurobond window. Corporates: Hedge payables through Oct 29.
