Currencies Took the Barrel, Budgets Took the Vote

THE KILWA VIEW

Brent settled at $116.72 on Friday and the weekend sent the bill to the currencies that clear it: the pound marked a record 55.90 at the CBE, the Uganda shilling touched a 33-year low at 4,500 and the naira gave back a month of stability in two sessions. This week the legislatures decide what the states will carry, with Cairo's Article 152 troop vote, Dakar's Tuesday plenary on a budget its own majority rejected and Pretoria's anchor without a number. We stay buyers of anchored primary equity and stay short duration wherever the exit runs through one interbank market.

The pound is pricing Egypt's Gulf commitment before parliament votes on it

The CBE quoted the dollar at 55.76/55.90 on Monday after a record 55.89 on Sunday, above the April peak of 54.73 (EnterpriseAM, bnok24, Ar), and the EGX30 fell 3.56% on Sunday to its lowest since early April with international investors the only net sellers.

Why it matters. A $5.3bn Saudi deposit is due this month, so the troop mandate and the reserve buffer now sit on one line.

KILWA READ · ROUGHLY EVEN · 45-55%
We assess that the CBE holds at 19.00% on Oct 29 as roughly even (45-55%), unchanged since Friday. We assess that parliament approves the Article 152 mandate by Oct 31 as likely (55-80%), registered today. Confidence is moderate. Base rate: in the 2022-23 cycle the pound moved before the policy rate whenever the carry exited, which is why we grade the currency first.
WRONG IF  The CBE sell rate closes below 54.00 on Oct 29, the registered falsifier on the Egypt read.
WATCH NEXT  Thu Oct 29: CBE MPC, then the IMF mission statement at the end of about two weeks of talks.

By seat. PE & VC: Buy primary equity where a DFI anchors the book and size exits for a pound beyond 56. DFIs: Condition new Egypt guarantees on the final review outcome, not on the mission's arrival. Corporates: Keep dollar payables in the official market and treat the troop vote as a pricing event for the week.
