Rates Took the Barrel, Credit Took the Relief

THE KILWA VIEW

The Gulf oil shock moved from currencies into policy rates this week. Cairo surprised with 100bp, Windhoek hiked to hold the peg, and the Fed held with two votes for a hike. Distressed frontier credit rallied anyway, Gabon's 2033 by 87bp and Mozambique's 2031 by 51bp, while Washington's sanctions on Kigali's defense ministry left Rwanda's bond the only benchmark to weaken. The next moves sit with legislatures in Dakar and Abuja and with screening desks at dollar banks. We stay buyers of anchored primary equity and short duration where a parliament or a sanctions list holds the next move.

Cairo hiked 100bp to defend the pound, so carry now prices the Gulf war, not disinflation

The CBE raised the overnight deposit rate 100bp to 20.00% on Oct 29 against a consensus hold, citing "an unfavorable external environment" (Bankygate, Al Dostor, Ar, then Reuters). September CPI was 13.9%. The pound closed Thursday at 55.99/56.09.

Why it matters. The last 100bp hike, in August 2023, came at 35.7% inflation, this one at 13.9%, so it defends the pound and buys back foreign bill holders before the Fund's last tranche.

KILWA READ · LIKELY · 55-80%
We assess the CBE sell rate holds at or above 55.00 through Nov 20 as likely (55-80%), a new call. Confidence is moderate: the Saudi deposit renewal is unannounced.
WRONG IF  A CBE sell rate below 55.00 before Nov 20.
WATCH NEXT  Week of Nov 1: bank ALCO deposit-rate decisions, then the final-review staff-level agreement (Kilwa call: roughly even by Nov 20).

By seat. PE & VC: Underwrite exits at a 56 handle or weaker. DFIs: Price pound facilities off the 20% floor. Corporates: Lock pound funding before ALCOs reprice.
